This is One of
the Reasons Why Owen Sound Has the Highest Taxes in the County
Owen Sound's population has been declining. One of the driving forces is high
taxes which encourages migration to Owen Sound's adjacent municipalities. As a
result both Meaford and Georgian Bluffs populations grew by about 10% each while
Owen Sound's growth was less than 1%. In turn high taxes are the result of
unusually high budget increases that Council has routinely approved over the
years. The graph about shows examples of unusual growth. It is interesting
that the Art Gallery's budget grew by 77.4% in spite of the Community Survey
informing Council that it is only valued by less than 8% of the community.
